Emmanuel V. Kay is an experienced Agricultural Statistician with over eight years of progressive professional experience in official statistics, agricultural surveys, national censuses, and food security assessments in Liberia. He has played key technical roles in major national data operations, including the Liberia Annual Agriculture Survey (2024), the Liberia Agriculture Census (2023), the National Population and Housing Census Geography Planning exercise, and several IFAD, FAO, and World Bank (WB) supported projects. His technical expertise covers survey design, sample selection, data quality assurance, training of trainers (TOT), enumerator supervision, and field monitoring across diverse geographic contexts. Emmanuel has successfully led and managed large-scale training programs for supervisors and enumerators, ensuring methodological rigor and compliance during data collection. He holds a master’s degree in Official Statistics, specializing in Agricultural Statistics, from the Eastern African Statistical Training Centre (EASTC), and a Bachelor of Science in Agronomy (Crop Production) from the University of Liberia. He has also received professional certifications and recognition, including FAO regional training in agricultural statistics and European Union-supported gender mainstreaming training. He is recognized for his strong managerial and analytical capacity, effective communication, teamwork, and ability to perform under challenging field conditions, with professional interests centered on agricultural statistics, food security analysis, and evidence-based policy support.
